Chandigarh: The Punjab government, in its cabinet meeting held on Tuesday at Chief Minister Bhagwant Mann’s residence in Chandigarh, approved several key decisions aimed at streamlining urban development and strengthening administrative infrastructure across the state.
The two-hour meeting saw approvals for new building regulations, administrative upgrades, and fresh recruitments.
Punjab Unified Building Rules 2025 Approved
Chief Minister Bhagwant Mann approved the Punjab Unified Building Rules 2025, which are designed to simplify the approval and implementation process for housing and urban development projects.
Under the new rules:

The height limit for low-rise buildings has been increased from 15 meters to 21 meters.

Residents can now get their building maps approved directly through registered architects, enabling self-certification.

Specific parking and ground coverage norms have been established for plots measuring up to 100 feet.
The move is expected to reduce bureaucratic delays and encourage ease of doing business in the construction and housing sector.
Barnala Becomes Punjab’s Newest Municipal Corporation
In a major administrative upgrade, Barnala Municipal Council has been elevated to a Municipal Corporation.
The decision was made as Barnala met all necessary parameters, including population size and GST revenue collection.
The upgradation fulfills a long-standing demand of local residents and is expected to boost civic infrastructure and governance in the region.
New Sub-Tehsil for Ludhiana and Recruitment Approvals
The cabinet also approved the creation of a new sub-tehsil in Ludhiana. The Ludhiana North tehsil will include four patwari circles, seven to eight villages, and one kanungo circle, with a deputy tehsildar stationed there.
Additionally, the cabinet cleared the recruitment of 150 new positions, including 100 posts in the sports medical cadre, to strengthen the administrative and sports health infrastructure.

This was the second cabinet meeting in October, following one held on the 13th of the month.
The previous meeting addressed multiple sectors, including disaster management, and focused on developing a comprehensive flood response strategy for the state.
