President rejects Universities Laws amendment bill, Governor to remain Chancellor of state varsities

Sources have revealed that this bill has been sent back out of the three bills sent for the President's approval.

Chandigarh: The President has sent back the Punjab University Law Amendment Bill 2023 to the state government without approval. This bill was passed unanimously on June 21 last year. Under the bill, the power of the Vice Chancellor of 12 state universities of the state was given from the Governor to the Chief Minister. However, due to the withdrawal of the said bill, the Governor will now be the Chancellor of all the universities of the state.

Three bills were sent for approval

Sources have revealed that this bill has been sent back out of the three bills sent for the President’s approval. The Governor of Punjab had reserved all three bills passed by the Punjab Legislative Assembly for the President of India under Section 200 of the Indian Constitution. After this, he sent the Punjab University Law Amendment Bill 2023, Punjab Police Amendment Bill, and Sikh Gurdwara Amendment Bill to the President.

Bills were pending for a long time

These bills were pending for a long time because the Governor had declared the June 2023 session illegal. Then the matter reached the Supreme Court. Also, on the orders of the court, all the bills passed in the session were declared valid and asked to take a decision.

After this, the Governor approved the Punjab Affiliated College Service Security Amendment Bill. Last year there was a deadlock between the Governor and the Chief Minister of Punjab regarding the appointment of Vice Chancellors of Punjab Agricultural University Ludhiana and Baba Farid University of Health Sciences Faridkot. After this, this bill was passed by the Punjab Assembly.
