Jammu and Kashmir has attracted private investments worth Rs 14,948 crore over the past four financial years, Deputy Chief Minister Surinder Kumar Choudhary informed the Legislative Assembly on Monday. This surge in capital has been credited with boosting industrial activity and creating jobs across the Union Territory.
Choudhary outlined that since 2022-23, 1,452 industrial units have been established in J&K, contributing to substantial economic activity. The breakdown shows:
2022-23: 629 units with Rs 2,153.45 cr investment, generating ~15,719 jobs.
2023-24: 234 units with Rs 3,389.37 cr investment, creating ~29,969 jobs.
2024-25: 405 units with Rs 4,145.59 cr investment, adding ~11,396 jobs.
2025-26 (till Dec): 184 units with Rs 5,260 cr investment, generating ~7,431 jobs.
In total, these investments have helped create employment for about 64,515 people, especially in the industrial sector.
Choudhary highlighted that the government has implemented multiple policy measures and incentives to attract investors. These include the New Central Sector Scheme (NCSS) 2021, J&K Industrial Policy 2021–30, Industrial Land Allotment Policy 2021–30, and several schemes targeting foreign investment and industrial park development.
Incentives under these schemes range from 100 % subsidies for purchase and installation of DG sets and automation tools to subsidies for pollution control devices, green initiatives and quality certifications. Turnover incentives and exemptions on stamp duty and court fees for expanding units are also part of the package.
The Deputy CM said that the government is working on strengthening the industrial ecosystem by upgrading infrastructure such as roads, power supply, water facilities and common utilities in existing and new industrial estates. Efforts are also underway to address investor concerns and make J&K more business friendly.
Officials argue that the strategy reflects a concerted effort to revive economic activity after years of political uncertainty. With continued incentives and streamlined procedures, authorities expect investment momentum to grow, potentially leading to larger employment gains and industrial diversification in the coming years.
