New Delhi: The Delhi High Court has directed the city government to pay Rs 18.44 lakh as compensation to the adoptive father of a 19-year-old man who died by suicide in police custody, holding that an unnatural custodial death, even if by suicide, attracts public law liability for violation of the fundamental right to life.
