    Uttarakhand: Speedy Industries setup, third party inspection proposal approved in meeting

    Now, on-site inspections and verification of orange- and green-category industries in the state will be conducted by a third party. The Pollution Control Board (PCB) will then grant permission. This proposal was passed in the PCB’s board meeting.

    Additionally, the powers of the Pollution Control Board’s regional offices have been expanded, allowing them to grant permission for industries with a turnover of up to ₹10 crore.

    An NOC (Non-Responsible Certificate of Intent) is required from the PCB before establishing an industrial unit. After establishment, the PCB also provides an NOC for operation. The PCB has only four regional offices in the state, and there is also a staff shortage. To improve operations and expedite the establishment of industries, it has been decided to seek the assistance of a third party.

    NOCs will be issued through the PCB.
    Now, on-site inspection and verification for the establishment and operation of orange (pharmaceutical manufacturing units, hotels and restaurants, etc.) and green (light engineering units, electronics assembly, etc.) categories will be conducted through a third party. A decision to this effect was taken at the PCB’s board meeting.

    Under this initiative, the PCB will collaborate with IIT Kanpur, the Indian Institute of Petroleum, Dehradun, Pant University, Pantnagar, IIT Roorkee, and IIT Delhi. Experts from these institutions will submit reports after inspecting the units. Following this, the NOC will be issued through the PCB.

    Permission for industrial units up to 10 crore rupees will now be granted from the RO office.
    Regional offices in the state had the authority to grant permission for the establishment and operation of green-class industries up to 5 crore rupees. Previously, the process for units costing more than 5 crore rupees was handled through the PCB headquarters. However, now, PCB regional offices will be able to grant permission for units costing up to 10 crore rupees.
