A cabinet meeting, presided over by Chief Minister Pushkar Singh Dhami, concluded today. During the session, 19 proposals were presented to the Cabinet. Notably, the Cabinet took a significant decision regarding land consolidation (Chakbandi) within the state.
Decisions Taken:
* Voluntary land consolidation will be implemented in the hilly regions. A target of 10 villages per district has been set. The consent of 75% of the villagers will be mandatory. The consolidation process will be conducted through digital mediums, and a mechanism for resolving objections will also be established.
* Amendments to the Revenue Council Review Officer Service Rules have been approved. Instead of a general requirement for “computer knowledge,” specific proficiency—including a typing speed of 8,000 keystrokes per hour, along with knowledge of Microsoft Office and Windows—is now mandatory.
* The Aromatic Plant Centre will be renamed the Perfumery Research Institute.
* Two additional posts will be created under the Supreme Court of India (New Delhi) establishment.
* Previously, committees within medical colleges were authorized to recruit staff on a contractual basis for a three-year term; this authority will now rest solely at the Secretary level.
* The organizational structure of the Directorate of Medical Education will undergo restructuring; the total number of sanctioned posts has been increased from 29 to 40.
* 277 personnel who have been serving at the Government Medical College, Srinagar, since 2009 will now receive “equal pay for equal work.”
* The organizational structure of the Lab Technician cadre will be restructured, creating a total of 266 posts for Medical Lab Technical Officers.
* Approval has been granted for a total of 16 posts at the Women’s Sports College, Lohaghat.
* Amendments to the policy for Small Hydro-electric Projects have been approved. The requirement for a “Performance Security” deposit from developers has been waived (set to zero). Previously, a Detailed Project Report (DPR) was required at the initial stage; now, a Pre-Feasibility Report will suffice. Once a developer secures Forest Clearance, specific timelines for project execution will be established.
* Educational Rules under the Uttarakhand Minority Education Act have been approved. The procedures for applying for recognition, the eligibility criteria, renewal processes, and the regulations for the withdrawal of recognition have been formally established.
* For construction-related projects, the financial allocation has been increased from ₹10 lakh per Panchayat to ₹20 lakh per Panchayat.
* Approval has been granted for the prorogation (conclusion) of the Legislative Assembly session.
* Approval has been granted for the creation of 15 new posts within the field of Forensic Science.
The Uttarakhand State Land Consolidation Personnel Service Rules, 2026, have been approved. Previously, rules were established for the selection of Directors at UPCL, UJVNL, and PTCUL. Under the revised framework, the stipulation regarding appointment to the Board of Directors has been removed; consequently, an external candidate can now also serve as a Director.
